{"id":71059,"date":"2020-11-02T17:45:00","date_gmt":"2020-11-02T17:45:00","guid":{"rendered":"https:\/\/hillside.work\/sec\/staging\/revised-phase-3-guidance-issued-by-advisory-group\/"},"modified":"2026-03-06T10:52:48","modified_gmt":"2026-03-06T10:52:48","slug":"revised-phase-3-guidance-issued-by-advisory-group","status":"publish","type":"post","link":"https:\/\/hillside.work\/sec\/staging\/revised-phase-3-guidance-issued-by-advisory-group\/","title":{"rendered":"Revised Phase 3 guidance issued by Advisory Group"},"content":{"rendered":"<p>The Advisory Group of the Scottish Episcopal Church has reissued guidance for Phase 3 of the Scottish Government&#8217;s route map, in the light of the Government&#8217;s Strategic Framework announced in October and its subsequent allocation of local authority areas to the appropriate levels of the new Framework.<\/p>\n<p>The updated guidance is available <a href=\"https:\/\/hillside.work\/sec\/staging\/wp-content\/uploads\/archived-docs\/Revised-Phase-3-Guidance-Version-6-2.11.20.pdf\">here<\/a>.<\/p>\n<p>Over the course of the weekend, further guidance from the Scottish Government has been issued on specific matters following last week&#8217;s announcement on a levels-based approach. Your attention is drawn to the following:<\/p>\n<ul>\n<li>Travel: guidance issued by the Government over the weekend permits travel across local authority boundaries in levels 0 to 3 for the purpose of attending one\u2019s normal place of worship. Travel across a level 4 area boundary for that purpose is not permitted. There is also a specific exception in the Government guidance for a minister of religion to travel to or from a place of worship even in a level 4 area. There is also a \u2018work\u2019 exception that would allow clergy, lay readers and paid church employees to travel over a level 4 Local Authority border where necessary for the purpose of undertaking essential pastoral work or other necessary work functions.<\/li>\n<li>Cap on weddings: when the Strategic Framework was announced in October, the cap on weddings in level 4 was stated to be 5. This has subsequently been adjusted upwards to 15.<\/li>\n<\/ul>\n<p>Whilst the Advisory Group has not included in its guidance specific mention of remembrance events, because these are time-limited, the Government has issued specific instructions for the observance of Remembrance Sunday, and these can be found <a href=\"https:\/\/www.gov.scot\/publications\/coronavirus-covid-19-remembrance-2020\/\">here<\/a>.
