Andrew is a Senior Lecturer in law at Glasgow Caledonian University and a freelance writer and broadcaster with a particular interest in the intersection between law, politics and policy. His teaching and research mainly focuses on constitutional law and devolution, criminal law and evidence, and their intersection with fundamental rights.
Andrew appears regularly on national television, radio and print, explaining legal developments in an accessible, engaging way. He also has extensive experience of working with campaigners, third sector organisations, MSPs and the Scottish Government on law reform projects and inquiries and has given written and oral evidence to Parliament on several Bills dealing with reform of public health law in Scotland after COVID-19, to reform of hate crime, domestic abuse, and devolution frameworks in Scots law.
Between 2018 and 2021, he also worked with ScottishPEN to advocate for the reform the Scots law of defamation, extending stronger free expression protections to writers, publishers, academics and social media users.
In 2020, he launched the Campaign for Complainer Anonymity with his GCU colleague Seonaid Stevenson, advocating for the introduction of automatic reporting restrictions in sexual offence cases in Scotland, informed by comparative research and international best practice.
