The Faith and Order Board considers questions of Church government, organisation and relations with the Anglican Communion and other churches. The Board is responsible for its five pendant committees: Liturgy, Inter-Church Relations, Interfaith Relations, Doctrine and Canons.

Committee on Canons

The Committee on Canons is responsible for drafting changes to the Code of Canons. The Committee is given instructions and then drafts amendments to present to the Faith and Order Board before being proposed to the General Synod. The Committee also reviews the Canons to ensure the efficient functioning on the church’s life and advises on canonical matters.

Doctrine Committee

Doctrine Committee

The Doctrine Committee is appointed by the Faith and Order Board of the General Synod of the Scottish Episcopal Church to advise the Board on matters of doctrine and theology. Theology held within the catholic and living historical traditions of the Christian Church underpins the life and ministry of the SEC and its liturgy.

The theology and doctrine of the Church are grounded in history and yet also held within the changing conditions of culture and society, reflecting both the timelessness of Christian truth and its place within contemporary human history. The Church is called to be ever attentive to the voice of the Holy Spirit, its theology seeking to be an expression of faith and belief that employs the full resources of the human mind, body and spirit.

The Doctrine Committee consists of both lay and ordained members of the SEC dedicated to advise the Church and the College of Bishops in matters of theology and doctrine, either in response to particular requests made through the Faith and Order Board, or in undertaking broader tasks, for example, through the publication of the Grosvenor Essays or the recent volume of essays entitled Truth and the Church in a Secular Age (2019). In recent years the Committee has provided theological material to aid the Church in its consideration of major issues such as the nature of marriage or in the revision of its liturgy.

The Committee is a theological resource of the Church and is available for use as such. Its membership is drawn from practising members of the SEC and its publications do not represent any ‘position’ within the Church. Its role is to teach theology where appropriate and to enable the Church to engage with theological issues at different levels and in different ways.

Members of the Committee participate in the life and teaching of the Scottish Episcopal Institute in its task of training and education.

At present the Doctrine Committee has released the latest Grosvenor Essay, No. 13, Theology of Authority in the Ministry of the Church.

It is contributing to the work of the Liturgy Committee in its task of revising the 1982 Liturgy.

It is embarking on a new book of essays which will be concerned with religious anthropology and what it means for humankind to be created in the image of God.

Inter-Church Relations Committee

Inter Church Relations Committee

The Inter Church Relations Committee (ICRC) promotes the relationships of the Scottish Episcopal Church (SEC) to other churches, supporting ecumenical initiatives locally, nationally and internationally.

In Scotland the SEC is closely engaged in the Scottish Christian Forum (SCF), with the Primus attending the Scottish Church Leaders Forum and the Ecumenical Relations Officer (ERO) attending the Scottish Ecumenical Officers Forum. The SEC also remains a member church of Actions of Churches Together in Scotland (ACTS) and Churches Together in Britain and Ireland (CTBI).

The SEC works with the Methodist Church and United Reformed Churches (through the EMU partnership), with the Church of Scotland (through the St Andrew Declaration), and with the Roman Catholic Church in Scotland (through the St Ninian Declaration). The ICRC also resources Local Ecumenical Partnerships and other forms of local ecumenism. Internationally, the ICRC facilitates the SEC’s participation in the Porvoo Communion, the Reuilly Agreement, the Meissen Commission, the Conference of European Churches (CEC) and the World Council of Churches (WCC). It also organises SEC participation in Four-Nations Anglican ecumenical meetings.

The ICRC seeks to work closely with all the dioceses of the SEC and encourages every diocese to nominate an ecumenically engaged member to the committee.

The committee also has wider relationships with the Anglican Communion.

The Scottish Episcopal Church has relationships with many other churches, within Scotland, in the UK, across Europe and globally. Some of those relationships are governed by formal agreements. Following on from the signing of the Saint Andrew Declaration in 2021, the Inter-Church Relations Committee has prepared a single document of Ecumenical Guidelines which sets out these various agreements and the churches included within.

The Guidelines document is intended to be a resource to SEC clergy, to make it easy to access the implications of the agreements for how members and clergy of the partner church may participate in the worship of the SEC, and vice versa. The Guidelines separate the agreements into two broad categories: those of full communion, and those allowing limited exchange, and clarifies what the different agreements mean for ministry on the ground for lay people, clergy, presidency at the Eucharist, and participation in other liturgical services. The Guidelines will be updated as required.

Each Assembly of the World Council of Churches produces a Unity Statement – a short reflection on the unity of the Church as both God’s gift and God’s calling. It is an opportunity for the member churches of the World Council to reflect on progress made on the ecumenical journey to reaffirm our commitment to one another as we travel on towards that goal.
